Born in Skalitsa, Bulgaria. In 1927, the Behar family moved to Burgas, Bulgaria. In 1934, Marko joined the Bulgarian Communist Party and was assigned to liaise with the Burgas Jewish community. In 1935, he moved to Sofia and sketched satirical drawings to protest against rising antisemitism. In 1940, the painting The Fascist’s Funeral was confiscated from Behar's solo exhibition. In 1941, he was conscripted to Labor Battalion No. 12 in southern Bulgaria and released several months later. He was again recruited in 1943 and released a year later. Behar joined the partisans and produced propaganda for them. When the Red Army liberated Bulgaria, he joined the Bulgarian Army, but fell ill and was recalled from the front. From 1949 to 1955, he attended the Repin Leningrad Institute for Painting, Sculpture, and Architecture. Behar’s works have received international recognition.
