In November 1941, during the first German occupation of Rostov about 50 Jews, mostly women, children, and elderly people, were shot near the building of the former railway administration, supposedly in retaliation for the killing of a German soldier.

From the letter of military reporters of the "Izvestiya" newspaper, E. Vilenskiy, K. Heyfetz and S. Ganin, to the head of the Main Political Administration of the Red Army, Lev Mekhlis, November 30, 1941:
...On November 29, 1941, upon entering the city of Rostov on Don from the direction of Nakhichevan, we saw at a destroyed house near the [former] railway administration [building]48 bodies, mainly of women, children, [and] elderly people, who had been shot by the German occupiers. We have established that all those shot were Jews, inhabitants of nearby residences who had been collected and murdered supposedly [in retaliation] for one German soldier killed in this area....
